Commented Unassigned: TypeScript: add transpile-only mode [130]

Sometimes it's useful to ignore type checking and just use TypeScript as transpiler.
I propose __transpileOnly__ (boolean) option to mimic [transpileModule](https://github.com/Microsoft/TypeScript/blob/master/src/services/transpile.ts) behaviour.
